Former President Gloria Macapagal-Arroyo might wear 'neck brace' forever!

Guagua, Pampanga--Former president and now Pampanga Representative Gloria Macapagal-Arroyo said she might have to wear a neck brace "forever" as she continues to undergo therapy.

After being discharged from St. Luke's Medical Center in Quezon City where she was confined since Thursday, Arroyo went straight here to meet with dignitaries, as she sought to boost tourism in her province.

Arroyo was confined due to cervical radiculopathy or pinched nerve.

When asked how long she would be wearing the neck brace, Arroyo told Yahoo! Southeast Asia: "Forever."

"I've been using using this before. But now I'll be using it more constantly. [In the past I use this] only when in transport," Arroyo told Yahoo! Southeast Asia in a chance interview.

Arroyo said she feels better and will be able to attend Senator Miriam Santiago's renewal of wedding vows on Sunday.

Arroyo also said doctors have not recommended any special diet for her.

"Not even rest, just this one and therapy," said Arroyo, pointing to her neck brace.

President Arroyo declared "Martial Law in Maguindanao"

Members of the administration-dominated House of Representatives applauded the move. But many in the Senate believe that President Gloria Macapagal Arroyo’s decision to impose martial law in Maguindanao is an overkill.

Speaker Prospero Nograles is praising Mrs. Arroyo's action, saying many, if not the majority of House members believe that the chief executive's decision was “correct," and that “it should have been done sooner."

On December 4, at about 9 p.m., Mrs. Arroyo signed Proclamation 1959 declaring martial law in Maguindanao and suspending the writ of habeas corpus in the province to hasten the arrest of those behind the November 23 massacre of 57 people, including 30 journalists.

Nograles is confident that the imposition of martial rule, which he says will only be good for 60 days, will not be opposed in the House and the Senate.

“Personally, I think that in this case, both Houses of Congress do not indicate any majority numbers with any intention to revoke the proclamation," said Nograles, adding that he would author a resolution to support Mrs. Arroyo’s declaration.

No invasion, no rebellion

However, Nograles’ perception is not the view of several senators. Francis Escudero, Francis Pangilinan, Benigno Simeon "Noynoy" Aquino, and Manuel "Mar" Roxas II are one in saying that the situation in Maguindanao does not merit the imposition of martial rule because there is neither invasion nor rebellion in the area. "These are not obviously present in Maguindanao," Escudero said in a press statement released on Saturday. "The current state of emergency would have sufficed to address the clamor for justice for the massacre victims ans restore the rule of law in the province."

The administration claimed that rebellion was brewing in Maguindanao. Justice Secretary Agnes Devanadera said that according to police and military reports, groups of armed men supporting the Ampatuans were massing in the province.

But Pangilinan is not convinced of the administration's claim. He said Mrs. Arroyo should immediately take back the declaration because all key personalities linked to the November 23 killings are already under police custody.

"The factual basis for a martial law declaration therefore appears to be nonexistent. The Maguindanao massacre is a case of multiple murder involving local government officials loyal to Arroyo," said Pangilinan in a text message to GMANews.TV on Saturday.

"It is clear that invasion or rebellion are the only grounds for a declaration of martial law," added Pangilinan.

For his part, Aquino said the people must ask Malacañang to explain the circumstances that led Mrs. Arroyo to impose martial law.

He said the President must also be asked on how she intends to use the vast powers under a martial rule and for how long does she intend to implement it.

"The rule of law must prevail, constitutional processes must prevail. The courts cannot be abolished there or elsewhere. The President of the Philippines remains accountable not only to the Congress of the Philippines, but to the people of the Philippines for taking this extraordinary course," Aquino said in a statement.

Roxas, meanwhile, said that while he acknowledges the peace and order problem in Maguindanao after the massacre, he does not see the need for the government to use an iron hand to solve the problem.

“Gusto rin namin sa Partido Liberal na maging maayos ang sitwasyon sa Maguindanao. Pero ang pagde-deklara ng martial law ay hindi ang tamang pamamaraan para gawin ito....maaaring lalo pa ngang lumala ang sitwasyon sa Maguindanao dahil rito," said Roxas in a statement.

(The Liberal Party wants everything to go back to normal in Maguindanao. But declaring martial law is not the proper way to address this...in fact, it could even worsen the situation in Maguindanao.)

Joint session

A joint congressional session may be held on Tuesday (December 8) to tackle Mrs. Arroyo's martial law declaration.

Senate President Juan Ponce Enrile said he and Nograles initially agreed on the matter. But Nograles is apparently reluctant to hold a joint session with the Senate. [See: Nograles: No need for joint session to tackle martial law]

“On Monday I will have a caucus with members of the Senate and the Speaker will have a caucus with his House. We will arrange for a joint session on Tuesday at 4 p.m. at Batasan," Enrile said in an interview on dwIZ radio.

He said he instructed Senate Majority Leader Juan Miguel Zubiri to “make arrangements" with his counterpart in the House of Representatives.

Enrile said he plans to suspend the session at 10 a.m. Monday, an hour after the Senate opens session, so they can hold their caucus.

Also, he said the caucus and the joint session will not delay the Senate’s deliberation over the P1.54-trillion national budget for 2010.

To save face

Senator Loren Legarda, who also opposes the declaration, urged her colleagues to assert their role in defining and limiting the scope of the imposition of martial law.

“If the Maguindanao massacre had been the basis at all, the declaration came late," said the senator.

She added: “There must be a better way to check lawlessness in the area. Is the President admitting now that she couldn’t do anything anymore?"

Senator Ma. Ana Consuelo Madrigal echoed Legarda's sentiments, adding that Mrs. Arroyo's move was done to save face in front of the international community.

“The declaration of martial law proves how incompetent the Arroyo administration is to handle the situation in Maguindanao. Is this the way to punish her political lackeys by further terrorizing the people?" Madrigal said. - GMANews.TV

The Washington Post’s Reliable Source page reports today that President Gloria Macapagal Arroyo and an entourage of about 65 people (including security and food tasters) racked up a tab of $15,000 at Bobby Van’s Steakhouse in Washington D.C. hours after meeting with President Obama on July 30.

Says the newsbit, “The Reliable Source has learned that the group took over one of the restaurant’s private rooms and dined on lobster, steak and fine wines; at the conclusion of the meal, an unidentified woman opened a handbag stuffed with cash, counted out bills and paid the $15,000 (PhP 750,000) tab–which included a generous tip. The Philippine Embassy did not return calls for comment Tuesday.”

President Arroyo pays last respect to former president Cory Aquino, August 5, 2009

MANILA - President Arroyo, after arriving from the United States on Wednesday early morning, immediately went to the Manila Cathedral and paid her last respects to former President Corazon “Cory” Aquino who succumbed to colon cancer August 1.

Arroyo had just came from the US in commercial Philippine Airlines Flight PR 105 which arrived 3:53 a.m. at the Ninoy Aquino International Airport.

she was met at the wake by the late president's son Sen. benigno "Noynoy" Aquino Jr.

Mrs. Arroyo was in Washington DC when Aquino passed away last Saturday. She immediately declared a 10-day period of national mourning from August 1 to 10. Mrs. Arroyo also declared August 5, the day of Aquino’s burial, as a special non-working holiday, to give the Filipino people the chance to honor the late president.

Public Works and Highways Secretary Hermogenes Ebdane Jr. and Arroyo's former presidential chief of staff Michael Defensor were seen at Aquino's wake before Mrs. Arroyo arrived.

Press Secretary Cerge Remonde earlier said the president is “very sincere about her condolences”.

“She (Cory) was a great woman and she presided over the most important historical event in our country in the last 100 years and that is the peaceful People Power revolution,” President Arroyo was quoted in a statement on the Palace Web site to have told CNBC business news anchor and reporter Maria Bartiromo in an interview. The interview was reportedly aired by CNBC at 4:45 p.m. Monday in the United States (4:45 a.m. Tuesday Manila time).

The President served as Undersecretary for Trade and Industry during the Aquino administration.

The president, in her US trip, met US President Barack Obama at the White House July 30 (US Eastern time), with the two leaders praising Philippine-US partnership in a range of issues. The meeting, held at the Oval Office, lasted 45 minutes. She also discussed the fight against terrorism with Obama as well as the global economic crisis, climate change.

Earlier, Palace officials who went with Arroyo in her US trip have said the president would go to Aquino’s wake even as Aquino’s family refused a state funeral offer from Malacañang.

“Before they left for New York, her officials confirmed to reporters that President Arroyo will definitely, personally pay her last respects to President Aquino,“ reported Ging Reyes, ABS-CBN North America News Bureau chief.

Executive Secretary Eduardo Ermita had earlier said Mrs. Arroyo will arrive in Manila on Wednesday, the scheduled internment of the late president.

“Sec. Ermita expressed with certainty that he's almost sure that nothing untoward will happen, that the president will not be treated badly there, and they all expressed admiration for the Aquino family also, and don’t expect anything untoward once the president arrives at the wake,“ Reyes reported on ABS-CBN News.

Some local news reports have quoted Aquino’s son, Sen. Benigno “Noynoy“ Aquino that Mrs. Arroyo would not be welcomed. However, Sen. Aquino was also quoted that they would treat Mrs. Arroyo with civility and be polite to her if she attends their mother’s wake.

“As for Executive Secretary Eduardo Ermita, he said they're quite certain that even if Sen. Noynoy Aquino earlier expressed that the president won’t be welcomed at the wake, he's quite certain that things would go smoothly, that the opposition or the critics of President Arroyo will not go against the tradition of Filipinos in respecting and honoring our dead, especially the beloved, former President Cory,“ Reyes said.

Erstwhile allies

Aquino was once an ally of Arroyo and was instrumental in the incumbent president’s installation to power in 2001 where Aquino joined calls for the ouster of former president Joseph Estrada.

In response however to President Arroyo’s apology in 2005 for the “Hello Garci” scandal, Cory held a press conference asking President Arroyo to make “the supreme sacrifice” by resigning from office. The scandal concerns the release of wiretapped conversations allegedly between President Arroyo and then Commission on Elections (Comelec) commissioner Virgilio Garcillano purportedly about padding in the 2004 presidential elections count,

Aquino would then lead prayers in different churches in Metro Manila to reiterate this call for President Arroyo to resign.

According to Executive Secretary Eduardo Ermita, Mrs. Arroyo will arrive in Manila on Wednesday, the scheduled internment of the late president.

It was not clear though if Mrs. Arroyo will proceed to the Manila Cathedral once her plane lands at 5 a.m. or if she will attend the burial at the Manila Memorial Park in Parañaque.

Meanwhile, Mrs. Arroyo also ordered an investigation, following the revelation of Aquino’s youngest daughter, Kris, that the government pulled out the security detail of her mother while she was still alive and battling colon cancer.

Ermita clarified that the security assigned to Aquino was not totally recalled but temporarily returned to its mother unit.

Remonde, who was with the First Couple in the US, said the news about the pullout has “taken us by a complete surprise”.

“We would like to apologize to the Aquino family for anguish or concern it has brought them. It was never intentional on our part,” Remonde said, adding that the president already ordered an investigation into the incident.

Arroyo assures 'there will be polls in 2010'

MANILA - President Gloria Macapagal Arroyo on Friday assured the public that elections will push through in May 2010 as a new opinion poll showed that opposition to charter change has climbed from 64% in October 2008 to 70% in June 2009.

"In no uncertain terms...There will be elections in 2010," Mrs. Arroyo told reporters at a press briefing in Davao.

"Anybody who questions our reforms on this critical issue is undermining our country’s commitment to a vibrant democracy," she added, citing her administration's efforts to implement poll automation.

Mrs. Arroyo was apparently referring to comments made on Thursday by former President Fidel V. Ramos that she must step down in 2010.

In a forum with six presidential aspirants for 2010, Ramos reminded Mrs. Arroyo that "you cannot stay at the top forever."

“Going up to the summit is optional. But coming down is mandatory,” he said.

Obviously referring to President Arroyo, whom he has criticized for the Charter change efforts of her allies in Congress, he said, in jest, “Bato-bato sa langit, ang tamaan huwag magalit (Those who feel alluded to should not get angry).”

70% vs Cha-cha

Meanwhile, 70% of adult Filipinos were against charter change that would allow President Arroyo to “continue as chief official of the Philippines after 2010,” according to a recent opinion poll.

This came out in a Social Weather Stations (SWS) survey conducted June 19 to 22 using face-to-face interviews with 1,500 adults nationwide.

The SWS released the survey results on Friday.

The survey also showed an increase in public opposition to charter change—from 64% in October 2008 to 66% in February 2009 to 70% in June 2009.

Respondents were asked: “Are you for or against a Charter change that will allow President Gloria Macapagal-Arroyo to still be the chief official of the Philippines after June 30, 2010?”

Opposition was high in all socio-economic classes: disagreement to the question was 73% in ABC, 73% in D, and 62% in E.

In addition, the survey also showed that 55% believe that President Arroyo “is behind the current effort to amend the Constitution in order to extend her term.”

The ruling coalition has filed last month a resolution in the House of Representatives seeking to convene a constituent assembly that will change the 1987 Constitution.

The SWS survey has a margin of error of plus or minus 3%.

NBI begins probe on medical records leak of PGMA

National Bureau of Investigation (NBI) Director lawyer Nestor M. Mantaring said Tuesday that they have taken the statements of hospital employees who have access to the medical records of President Arroyo and allegedly leaked information on her breast medical check up.

Mantaring said the NBI conducted the probe on request of the Asian Hospital in Muntinlupa City to determine the possible administrative liability of any of its employees for the leakage.

“Malacañang has nothing to do with the on-going probe. This is a request of a private hospital to conduct investigation for possible administrative liability of any of its hospital employees for getting patients’ files and leaking it,” said Mantaring.

Mantaring said the medical files are confidential and medical practitioners and employees are governed by a law on doctor-patient confidentiality.

The NBI director said the bureau investigators have already taken statements from individuals of the hospital but would not name them.

While admitting that the employees who have access to medical records have already given statements to the NBI Anti-Fraud and Computer Crimes Division (AFCCD) who went to the hospital on Monday, Mantaring would not confirm if the President’s doctors and nurses who have attended to President Arroyo have given their respective statements to the bureau probers.

The focus of the probe is to determine the source of leakage in violation of the code of conduct for medical practitioners and the administrative liability.

“Medical records and bulletin should not be divulged without the prior consent of the patient. So we are investigating the source of the leakage and how the files were able to be downloaded from the hospital computers and leaked it,” said Mantaring but would not give further details on to the progress of the investigation.

A spokesman of President Arroyo admitted Friday that Mrs. Arroyo had breast augmentation 20 years ago but denied reports that the implants were leaking.

Press Secretary Cerge Remonde earlier said the President was declared in good health after biopsies were conducted on lumps found on her breast and groin.

"The result of the biopsy is negative. The President is in good health. You will see her moving around in the next few days. That's the best proof of her health," he said.

Arroyo, 62, checked in at a private hospital south of the capital Manila on Tuesday night after returning from two weeks of travel to Japan, Colombia, Brazil and Hong Kong. Palace officials said Mrs. Arroyo volunteered to quarantine herself after the trip despite relaxed Influenza A (H1N1) quarantine guidelines from the Department of Health.

PGMA had her breast implants removed and replaced, a broadsheet reported

A national broadsheet reports that a source told them that the real reason for President Arroyo’s hospitalization is to undergo “removal and replacement of breast silicone implants at a hospital in Muntinlupa City.”

The broadsheet further reports that “[t]he informant, who requested anonymity since the source was not authorized to speak about the matter, said the Presidentwas scheduled to undergo augmentation mammoplasty at the Asian Hospital and Medical Center in Alabang, Muntinlupa.

In addition, a cyst or lump in the groin area was also scheduled to be removed by surgery, said the hospital source.

A biopsy was also done on her breast, the source said. This does not mean that the President was ill. This was part of regular medical procedures, the source added.”

Does that mean that Her Excellency is beaty conscious as well? Move over Pamela Anderson!
